Board of Directors Meeting
February 13, 2000

Called to order in Bloomington @ 1:18 PM

Minutes of the last meeting were approved as given.

Reports

Financial:

- David Hicks gave a Financial report.

Operating account #1362-60-107 has a balance of $404.00
Custodial Account #7977 has a balance of $20,132.48    Note: $9,750.00 is Bond Money.
All clubs are paid current except Sporting Futbol.

- David reported that the Spring-99 awards were redone due to a printing error at the printer’s expense.

- David distributed a financial statement to all Board members present.

- David reported that Fall-99 awards are pending determination of the U-15 & U-14 Boys Classic divisions. He will have them completed soon.

- David reported that in the Spring of 99, CIYSL had 162 teams with 2,706 players (an enrollment increase of 6.5% over Spring of 98) and in the Fall of 99, we had 108 teams with 1629 players (an enrollment increase of 12.5% over Fall of 98).

Appeals:

- The following have protested their assessments and have been turned over to the Appeals & Protests  Committee, headed by Yomi John, for review and resolution:

Bill Doubet, U-9 Classic, September 12, at Sporting FC at 1:00 ($40.00)
Stephen Hughes, U-15 Girls, September 12 in Bloomington at 1:00 and 3:00 ($160.00)
Mark Goett, U-11 Boys Classic, September 26 in Bloomington at 1:00 and 3:00  ($110.00)

 

- The following assessments have been agreed to and are pending payment:

Randy Stretch, U-11 Boys, September 12, at Sporting FC at 4:00 ($27.50)
Ron Wolschlag, U-11 Boys, September 12, at Sporting FC at 4:00 ($27.50)

 

 

ODP:

- Tom Kulavic again indicated that SASA would be willing to host ODP tryouts again.

- Jay Ray reported that IYSA is interested in having some form of the winter training sessions for ODP in the central Illinois area next winter.

Officials:

- Nothing new to report

Scheduling & Format:

- Discussed the need for “Classic and Premier” at the U9 and U10 age groups. It was recommended that the scheduler address it each season.  Charlie Smyth recommends that each club try the approach of making multiple teams of a more balanced nature at these age groups. He felt that it was successful for his club and gets more players involved at the earlier ages.

- Discussed requiring the entire $245.00 fee up front for the Fall season. After much consideration, discussion, and input from Mike Stone, of the Danville Soccer Association concerning tryout timing, it was decided, by unanimous vote, that the following schedule and fees would apply to each season:

January 1 or June 1à Call-for-Teams form mailed out,

February 1 or July 1 à Call-for-Teams due back with $125.00 initial application fee,

February 15 or July 15 à Scheduling is started,

No applications will be accepted after February 15 or July 15.

An additional $50 non-refundable late fee will need to be with forms received after February 1 or July 1, and before February 15 or July 15 (A total of $175.00 must accompany a late Call-for-Team form),

March 1 or August 1 à Schedules mailed,

March 15 or August 15 à Balance of fee due ($120.00) or no Cards will be issued,

Any $50 late fee submitted will not be applied to the total $245.00 registration fee.

April 1 or September 1 à play begins**.

**These dates may fluctuate due to the Easter or Labor Day holidays.

 

Any team not paying the balance by March 15 or August 15 will forfeit all fees paid and games scheduled.

Teams can pay the entire $245.00 fee with the initial Call-for Teams.

An additional $50.00 performance bond fee is needed for each team if not already posted and is not included in the $245.00 fee.

Teams that cannot make these dates or chooses not to play in CIYSL can register directly with the IYSA. They can also obtain IYSA Tournament cards.  Note that if a team does not play in a league, they cannot compete in State Cup. 

WEB Report:

- There are now 6370 hits-- 426 since January 7, 2000.

Old Business

- The Long Range Planning Survey was discussed. Key things for near future include Clubs (one or two representatives—could be team managers) at board meetings and/or a club meeting just before the board annual meeting. The Survey will be addressed at the next meeting.

New Business

- David Hicks reported that the U-9 and U-10 would not play State Cup. They would participate in the Chevy Cup as a local round-robin tournament type play. 

- Charlie Smyth reported that the Orange and Blue tournament date has been changed from October 7-8 to September 30 and October 1.  He also reported a “D” License Course in Champaign on April 1-2 and 8-9. 

- A motion was presented and passed to increase the scheduling fee from $150 to $300 per season and add $150 per season for miscellaneous expenses (such as phone, paper, ink cartridges, etc.) retroactive to this spring’s effort.

 

The Board Meeting was adjourned at 3:00 PM.

A Board Meeting was convened at 3:00 to fill board openings and elect officers for the 2000/2001 year.

The following slate for the Board Members was submitted:

David Hicks-- returning,
Ryan Lakin from the Decatur area,
Jarrod Fry from the Springfield area, and,
Mike Ray from the Quincy area.
Nominations from the floor included Mike Stone from the Danville area.

David Hicks, Ryan Lakin, Mike Ray were elected to the board for three year terms.

The following slate for the Board Officers was submitted and approved:

Jay Ray as President,
Lou Basso as Vice President,
Tom Kulavic as Second Vice President,
Mike Ray as Secretary, and,
Steve Hutton as Treasurer.

- The next meeting will be on Sunday, May 21, 2000. 

Meeting was adjourned at 3:24 P.M.
