Board of Directors Meeting

July 17, 1998

Present:  Dave Hicks, Yomi John, Mel Koch, Mike Cotner, Jay Ray, Robert McGuire

Absent:  Alex Ferguson, Lou Basso, Renea Berry, Ryan Lakin, Steve Hutton, Phil Houghton, Bill Christophel, Mark Herriott, Jerry Bordenkircher

Guest:  Gus Bender, President IYSA and Mary Jane Bender, Executive Director IYSA

The General Business meeting was called to order at 7:45.

Accepted the February 15, 1998 minutes.

Dave Hicks gave the financial report and it was accepted by the Board. He indicated unique expenses for the new CIYSL computer and software of $2,553.99, and initial WEB Page expenses of $790.00.

 Appeals and Protest:

Jay Ray reported that there have been no appeals or protests filed. He reported that the appeal process would be taken over by Alex Ferguson and Lou Basso.

A past protest filed against John Gaspar was discussed. Documentation of the final letter to John from Jay Ray cannot be found. Jay indicated that he would do it again and send appropriate copies to all concerned.

ODP Report:

Mike Cotner reported that the ODP tryouts were set for tomorrow.

Discussed the "E" Licenses Coaches Clinic July 18/19 and the ODP process scheduled for tomorrow, July 18.

Referee Reports:

Phil Houghton was not present to report.

It was reported that ID Cards taken as "Red" card violations in league play in the Champaign area are not being returned to the CIYSL office. One card was for a player and one was for a U11 coach. Both date back to April!

Outstanding items include 4/19, 4/26 and 5/31 at Dodds fields in Champaign, and May 10 in Bloomington.

Gus Bender discussed Referee Mentoring. The board discussed Randy Crady efforts. Referee Mentoring is greatly needed throughout the CIYSL area. Like tomorrow's E-license Clinic, the CIYSL board needs to pursue actions to increase and improve refereeing in the CIYSL area.

Scheduling and Format:

Bob McGuire was preparing for the call for teams and scheduling meeting after the regular board meeting on August 9. He will try to start the League play on August 30 for teams that will be involved in State Cup. Clubs will need to contact referees early. Mike Cotner pointed out that Bloomington was having a tournament that weekend.

Yomi also offered a pilot league on October 17/18, Saturday and Sunday, to play a large section of the league games . Bob discussed referee conflicts and Jay mentioned that Quincy may be able to supply some referee support. Saturday recreation league and High school may conflict. A suggestion of the older ages was made (boys, U15 and up, would be in high school play restriction).

Bob McGuire discussed a specific age group could have a "playoff" tournament. The age group would need an "Age Group Coordinator" (Bob would NOT coordinate it-- too many age groups and problems for him to do it).

Bob McGuire asked again that each of the clubs give him a list of all teams for the next season similar to Sporting F. C. Bob will use this to make sure he has all team notifications back. He wants it with the birth year, gender, and classic or premier, and a contact name/phone number. With this, he can be ready at the scheduling meeting and account for every team. Bob also needs any club tournaments.

Yomi John asked for consideration for the "Classic" U-9s to only play those with classic skills. They are losing too many players when they have to play and lose to "Premier" teams all the time. Bob said that he would try to accommodate after looking at the numbers.

The CIYSL "Call-For-Teams" will be at Glenwood Jr. High School in Chatham: U-9 and U-10 at 12:00, and the U-11 and above at 1:00. The Fall-98 Schedules are to be mailed to teams in late August.

Old Business:

Dave Hicks has sent out league standings and, if there are no corrections, will make awards on August 1 as published. Any adjustments will be investigated and settled.

New Business:

Mike Cotner reported that he had a WEB site "Contract". The contract was discussed, questions answered, and the board authorized Mike (as an officer-- Secretary) to execute the contract on behalf of the CIYSL. Local links will be added for "Clubs" and "Local" teams. He will look at additional links to the IYSA Calendar, Licenses Clinics, Referee Clinics, and Tournament calendar. Mike will look into reporting game scores via E-Mail on the WEB by Site Coordinators.

After August 1, 1998, no travel permits will be issued to U10 and under teams going to out of state tournaments that do not meet IYSA guidelines of no position awards-- only participation awards are allowed. The guidelines are to discourage the high level competitive approach at the younger ages.

Mary Jane Bender discussed the new IYSA's Risk Management Policy which must be initiated with the Fall 1998 registration process. Questions concerning the Risk Management Policy should be directed to IYSA Risk Management Coordinator, Jeff Steinback, at the IYSA office. Dave Hicks will distribute the "Disclosure Statement"

forms with a separate mailing to the CIYSL associates. The policy will be identified as the "IYSA Kid Safe Program". All associates should review the "Disclosure Statement". Associates of the League, Clubs, and Non-Club teams should have a coordinator "Risk Management Coordinator (RMC)", complete the "Employment/Volunteer Disclosure Statements", and complete and return the "League/Club Certification" to the IYSA office. Mel Koch will be the CIYSL League Board of Director Risk Management Coordinator (RMC)-- NOT the RMC for local clubs and/or independent teams. All associates shall agree to be subject to a background check designed to disclose activities, which may result in exclusion from the IYSA programs.

Miscellaneous:

Mike Cotner reported that the Bloomington Normal Soccer Club was having a tournament "Kickin Thru The Corn 98" on August 28, 29,30 for boys and girls U09 thru U14.

Mike Cotner reported that he will work with Bob McGuire to have the Spring 99 "Call for Teams" on the WEB with dates by 1/1/99.

Gus Bender discussed a recent IYSA Board meeting item concerning USSF reorganization to move to a more "Open" organization that has resulted in new bylaws being considered.

Next board meeting will be hosted in Chatham (Bob McGuire) on August 9 (Sunday) at 11:00 AM.

The board meeting was closed.
